    The Challenge

    When the elected commissioners of Harris County ESD 11 approached 62 Digital, they were in the middle of one of the most operationally and politically sensitive transitions an emergency services district can undertake: bringing 911 dispatch and ambulance services entirely in-house after years under an external contractor. The implications were immediate and visible. New ambulances would hit the streets with different colors, names, and logos — and in a district where residents depend on these services for their safety, that kind of change doesn't go unnoticed. Without a deliberate, proactive communication strategy, the district risked public confusion, criticism, and a breakdown in the community trust they'd spent years building. The commissioners knew they needed more than a press release. They needed a partner who could craft a cohesive brand, tell a compelling story, and give the public the transparency they deserved — all while the transition was actively happening.

    62 Digital approached this engagement as both a brand-building and community relations challenge — because it was both. We embedded with HCESD 11's executive leadership team and built everything from the ground up: identity, digital presence, and the tools to keep the public informed in real time.     On the brand side, we developed a complete visual identity for Harris County ESD 11 Mobile Healthcare — the in-house service at the center of the transition. Every element, from color palette to typography to logo system, was intentional: conveying professionalism, instilling confidence, and grounding the new brand in the district's existing commitment to excellence. To bring that brand to life, we deployed professional photography and videography across the district's facilities, medic teams, ambulances, and equipment. These weren't stock images or afterthoughts — they were crafted assets that showed taxpayers exactly what their investment looked like in action, and gave the new service a human face the community could recognize and trust. Finally, we designed and developed a website that set a new standard for Emergency Services Districts across Texas. Clean, modern, and built around usability, the site gave the public a one-stop destination for everything they needed to understand about the transition — and a lasting digital home for the district going forward.
